A new rail tunnel under the Hudson River, to run beside the century-old North River tubes that carry Amtrak and NJ Transit trains into Penn Station. The old tunnels were damaged by Superstorm Sandy and need to be closed for repairs once the new one is open.
Boring began in New Jersey in autumn 2026, with machines digging through hard rock from North Bergen toward the river. The commission has warned that work could pause again if federal payments are delayed.
