The seat of Brazil's National Congress and the best-known image of Brasília: two 28-floor office towers joined by a bridge, standing over a long low platform with a dome for the Senate and an upturned bowl for the Chamber of Deputies. It sits at the end of the Monumental Axis, at the corner of the Three Powers Plaza that Lúcio Costa's city plan reserved for the legislature.
Oscar Niemeyer designed it in the modernist style, and it was built from 1957 for the inauguration of the new capital in April 1960. Brasília's plan keeps most buildings low, so the twin towers stayed among the tallest in the Pilot Plan for decades. The Skyscraper Center lists each tower at 92 meters and 28 floors. The building is part of the Brasília UNESCO World Heritage Site.
